But he is now trying to implement a major recommendation of the committee during his proposed state-wide tour which will begin in the first week of January.

After taking into consideration the committee’s apprehension that the party’s traditional vote bank - SCs and STs - is now veering towards the YSR Congress, the PCC chief decided to focus his attention, during his tours, on wooing back the SCs and STs to Congress fold as recommended by that committee.
As part of this decision, Botcha, during his tour, will visit every nook and cranny of rural areas in every district. He will hold public meetings in Dalitawadas and Tandas to publicise the welfare schemes of the state government so as to attract the alienated sections of voters, particularly SCs and STs, back to the ruling party’s side.
The PCC chief’s primary focus of the proposed tour will be to promote the historic SC/ST sub-plan, which was passed in the State Assembly recently, among Dalits and tribal people.
“Our government has made a historic legislation by giving statutory status to the SC/ST sub-plan to spend the budgetary allocations, which are intended to SCs and STs, exclusively to them only. During my state-wide tours, my speeches will revolve around this subject. I will use my tours to create awareness among downtrodden classes over SC, ST sub-plan and explain about the Congress party’s commitment to the well-being of the weaker sections,” he said.
In fact, the PCC chief has formulated his own mass-contact programme by undertaking tours of rural areas on the lines of chief minister N Kiran Kumar Reddy’s Indiramma Baata. If Kiran Reddy’s Indiramma Baata is aimed at knowing the lapses in the implementation of welfare schemes, Botcha’s tour is aimed at strengthening the Congress at the grass-root level in the run-up to the 2014 general election.
Botcha chalked out this programme at the instance of AICC state affairs in-charge Ghulam Nabi Azad. The AICC pointman, who participated in the recent Congress state-level meeting, held here recently, asked the PCC chief to hold meetings in every district with party cadre so as to prepare them for the 2014 polls.
Meanwhile, Botcha, who has been camping in Delhi for the past two days, has explained about the agenda of his proposed state-wide tour to the high command.
It is learnt that the PCC chief is planning to kick-start his tour from Krishna district in the first week of January. After visiting selective constituencies in that district for a week, he will visit another district in the following month. He will continue this programme in a phased manner across the state till the 2014 polls.
